On 24th of February, Municipal Corporation elections are going to be held in Ludhiana and in various other parts of Punjab. To enable voters to cast their votes, it is a normal routine that Election Commission declares paid holiday on the day of elections but due to lack of coordination between Govt. Departments, intimation could not reach the voters well in time. Even on 23rd of February, 2018 all Industrialists and business houses kept waiting for the circular from Election Commission of India for declaring holiday enabling the voters to cast their votes for electing their candidate. It was seen that Secretary, Labour failed to issue a common circular for all business undertakings i.e. Shops, Commercial Establishments, Schools and for Industrialist Establishment/factories. A separate circular was issued by Additional Labour Commissioner, Punjab declaring a holiday for shops and commercial establishments. The separate circular was issued by Additional Director of Factories declaring a holiday in the factory. The separate circular was issued by Municipal Corporation for govt. employees. The separate circular was issued by Election Commission of India under Negotiable Instruments Act. Uncertainty prevailed in the Industrial Town, Ludhiana and till evening, nobody was aware as to why Labour Commissioner/Labour Secretary, Punjab has not declared election day of 24th February, as a paid holiday or not leaving common man and industrialist in dilemma. CICU Members and Industrialists was of the opinion that State Govt. should take steps that if elections were declared for 24th February well 15 days before, circular for holiday enabling the voters to cast their vote should have been issued on the same day either by all departments or by Election Commission of India for all departments. In the past also, only one circular was being issued for all departments but it was only this time that govt. was a Silent and common man was waiting for the official declaration of a holiday.
